Application 4C0329-21C-1 from Glavel, Inc., 50 Lakeside Avenue, Burlington, VT 05401 and Allen Brook Development, 31 Commerce Avenue, South Burlington, VT 05403 was received on December 3, 2025 and deemed complete on December 19, 2025. This permit specifically authorizes the extension of the construction timeframe for completing components of the project previously approved under Act 250 Land Use Permit (LUP) 4C0329-21C-1. Construction of the previously approved second bunker, second silo pad and silo was not completed within the original permit’s construction window, and an administrative amendment to extend the deadline was not submitted by the required deadline. This amendment does not propose any changes to the project as previously reviewed and approved. The project is located at 131 Red Pine Circle in Essex, Vermont. The application may be viewed on the Land Use Review Board’s website (https://act250.vermont.gov/) by clicking “Act 250 Database” and entering the project number “4C0329-21C-1.”
No hearing will be held and a permit may be issued unless, on or before January 21, 2026, a party notifies the District 4 Commission in writing of an issue requiring a hearing, or the Commission sets the matter for a hearing on its own motion. Any person as defined in 10 V.S.A. § 6085(c)(1) may request a hearing. Any hearing request must be in writing, must state the criteria or sub-criteria at issue, why a hearing is required, and what additional evidence will be presented at the hearing. Any hearing request by an adjoining property owner or other person eligible for party status under 10 V.S.A. § 6085(c)(1)(E) must include a petition for party status under the Act 250 Rules.
